The tiering of Eagle has always been somewhat controversial. If not for the existence of Sasha in T1, Eagle could easily be a common pick in T1.

Based on my own experience, there are 2 conditions required to push Eagle to T1:
1) The map has a single, wide front
2) It is not easy to attack on the map.

Condition 1 is necessary because Eagle's SCOP relies on attacking. Unlike the mass-damage COs, his units need to break into the enemy position for his SCOP to be of use. A single front is necessary because otherwise, the opponent can simply push one side and retreat on the other to greatly limit Eagle's damage potential.

Condition 2 is necessary because otherwise Eagle gets destroyed in the early game by COs with better D2D skills like Von Bolt or Javier.
